The 27 National Consultations will be followed by an interim online phase, which will lead up to the European Citizens' Summit to be held in Brussels on the 10^th and 11^th of May 2009. All 270 national recommendations, developed at the 27  National Citizens? Consultations, will be drawn together and duplications eliminated, and will then be checked by some of the participating citizens. This synthesis document will then be posted on the ECC website. Here, during the second online phase, members of the general public will be able to comment upon, debate and - in the case of the 1,500 participants chosen to attend the National Citizens? Consultations - vote on the synthesised list of recommendations choosing the top 15. 10% of the participants who took part in the National Citizens? Consultations will be invited to attend the European Citizens Summit, where the  list of recommendations voted on by participating citizens will be developed further.
